Message to Congress from Ulf Sandmark, Economist,
Dear Congressman, Dear Senator, I am writing to you as an advocate for Peace since the Anti-Vietnam War demonstrations in Sweden and now Chairman of the Schiller Institute in Sweden.
The unprovoked and illegal war on Iran by the U.S.A. must stop immediately and you have the power to stop it, just as your predecessors finally brought the unjust Vietnam war to an immediate halt with your power of the funding of wars. The devastation and human suffering is already enormous, but the casualties are about to mount worldwide into staggering numbers when the tankers and storages are emptied and the flows of oil, fertilizers, helium and other necessary resources will be lacking because of the war damage directed on the crucial production capacities. It will hit with full force with a delay just like a tsunami. The full effect of the catastrophe caused by the U.S. war is not yet to be seen fully. If your action is delayed, you must think of how to handle the problems when they accumulate on many fronts at home and abroad.
I am so sorry to see how U.S.A. is shooting itself in the foot with this war, when there are so many opportunities for cooperation and benefit for both sides. Iran and the region have a young, educated population eager to start building the future for themselves and other nations. The U.S. has industries and technology as demonstrated successfully in the Artemis II launch. Enormous plans for infrastructure development among all the nations of West Asia and Africa are about to open wast, mostly deserted, regions for city building and industrialization. Where are the famous U.S. entrepreneurs and city developers in the decision-making circles that could influence the defunding of the war?
America can do much, much better than bringing Armageddon on mankind!

Two Initial Notable Letters to U.S. Congress from the International Mobilization
April 15, 2026—Two initial notable letters to U.S. Congress from the international mobilization, which were delivered by TLO to relevant offices:
Letter to U.S. Congressmen from a High School Teacher in Murcia, Spain
April 15, 2026
Dear Members of the United States Congress:
I am writing to you to convey the horror we feel at the darkness into which the United States is leading the world; the illegal war of aggression that the United States and Israel have provoked against the people of Iran, affecting stability throughout the Middle East, threatens to escalate into a world war that could become nuclear and destroy life on the planet.
The Spanish people are opposed to war. Spain is a country with a long history, and given its geographical position in the Mediterranean, between Europe, Western Asia, and Africa, it has forged a rich culture based on cultural exchange. For 800 years, on the Iberian Peninsula, with its ups and downs, the three monotheistic religions—Christianity, Islam, and Judaism—coexisted.
The Spanish people recognize in Iran and all the peoples of Western Asia the fundamental value of having been the cradle of European civilization; thus, today’s world is the historical result of the cultural and linguistic integration of the Iranian and Mesopotamian worlds.
For this reason, Spain wishes to serve as a bridge in building dialogue among civilizations, and, echoing the sacred words of Pope Leo XIV, we denounce the immoral, uncontrolled, and illegal course that the current U.S. administration has taken.
At this time, as the United States is about to celebrate the 250th anniversary of its Declaration of Independence, it is relevant to recall that Spain, as George Washington acknowledged, aided the United States in its independence by providing military and economic assistance through the Real de a Ocho, which reached the United States from the Iberian Peninsula and from prosperous Hispanic America, whose cities are now World Heritage Sites.
In this regard, because we value and celebrate your finest traditions, we wish to convey our grief and sorrow over the spiral of danger created by this unprovoked war that affects all of humanity.
It is the duty of every human being to work to stop this war immediately; you hold the key to doing so, by exercising the power granted to you by your Constitution. We appeal to your conscience and that of the American people: stop funding the war, and it will cease; use your resources to build peace and foster dialogue among civilizations, and the fruits of this will nourish all the American people and all of humanity.
And from Italy:
Message to Congress
From Liliana Gorini, chairwoman of Movisol, the Italian Civil Rights Movement, Milan, Italy
Dear Congressman, Dear Senator,
I am calling on you, as an Italian citizen and leader of a civil rights movement in Italy, to stop the war in Iran, which is destroying a whole civilization, but it is our Western civilization, and certainly not the Iranian one, in destroying our economies and leading to a possible nuclear war.
I understand that you can stop this war using the power of the purse, stopping financing it, as it happened for the Vietnam war. I call on you as a representative of the American people, which are more and more opposed to this madness, and also on behalf of the human race, which risks to be extinguished as a consequence of the deranged actions of the US President.
His recent attack against Pope Leo XIV, who at Easter had made a call for peace and to stop all wars, and the fact that President Trump depicted himself as Jesus Christ indicate that he is mentally ill, and only acts out of “idolatry of himself and of money” as the Pope said during the vigil for peace at San Peter’s last Saturday.
There is no reason for this war and for shutting down the Strait of Hormuz, the American people are badly damaged by this and in Europe we are already asked not to fly and to work at home as during the Covid lockdown as a result of lack of kerosene. All US allies in Europe, including French President Macron and even Italian Premier Giorgia Meloni, who used to be the closest to President Trump, are now condemning this war, Israel’s illegal attacks on Lebanon and Trump’s attack against the Pope. All the world is looking at the US Congress to find a way out of this madness. I trust that you will act to reestablish reason and peace.

House Vote for War Powers Resolution Barely Defeated
April 16, 2026 (EIRNS)—The War Powers Resolution, which would essentially stop the war on Iran, was defeated in the Senate by five votes, and on April 16 was defeated in the House by one vote, 213-214. Despite the loss, the close vote clearly shows the rapidly changing mood in the Congress and in the population against the war.
In a sign that Democrats had solidified in opposition to the war, three congressmen who had voted against a previous resolution in March (which failed 212-219)—Henry Cuellar of Texas, Greg Landsman of Ohio, and Juan Vargas of California—voted in favor of this attempt. Jared Golden of Maine was the sole Democrat to vote in opposition, and Thomas Massie of Kentucky the only Republican to vote for passage. Ohio’s Warren Davidson voted present, after having voted in favor last month.
Cuellar announced his support for the resolution after Trump warned that a “whole civilization will die” if Iran did not agree to his demands. “When the United States echoes the rhetoric of its adversaries, we risk weakening the values that have long defined our leadership. America has always stood for something higher, especially restraint and moral clarity, and that’s what the world expects from us,” Cuellar said, adding that information he received about U.S. strategy in the conflict has “not been sufficient.” Cuellar, the son of Mexican-Americans, represents the border area of Texas. He is a lawyer who earned a PhD from the University of Texas, and a master’s in defense and strategic studies from the Naval War College.
Some Democrats have stated that they will bring up the War Powers Act every month until it is passed, showing the growing sentiment to stop the war.
The call for using the “power of the purse” to stop the funding for the war, called for by independent candidate for President Diane Sare, which was the method used to end the war on Vietnam, has not yet been brought forward in the Congress, but is the certain means for the Congress to uphold its Constitutionally designated responsibility to declare or end a war. Sare has called on all citizens to demand of their Congressional representatives to stop the war.
In the last weeks, there has been a shift in the American political situation, with Trump supporters leaving in droves, not necessarily to support the Democratic Party but to denounce Trump for breaking his campaign promises on not launching any new wars, and for the economic hardship they are suffering as a result. Trump’s attacks on Pope Leo XIV have cost him the support of many Catholic Americans, and AIPAC is beginning to lose its grip on the U.S. Congress, as evidenced by the closeness of the vote on invoking the War Powers Resolution.
Schiller Institute founder Helga Zepp-LaRouche organized an expanded International Peace Coalition call Friday, April 24th. She also has urged Europeans and Americans to take to the streets and protest at locations where drones and weapons are produced to be sent to these unholy wars.
We are clearly making progress. Rep. Rashida Tlaib and Robert Barnes, both, have said that members of Congress are receiving hundreds, if not thousands, of phone calls from angry constituents who want them to stop funding the Iran war and stop funding Israel.
Do not be surprised if opportunities for introducing LaRouche’s economic development policies for Bank reform with Glass-Steagall, credit system for productive investments, nationalizing Federal Reserve and massive infrastructure projects, suddenly present themselves. We are in a pre-revolutionary situation and must not get caught behind the pace of events
We have about a half-dozen further letters, beyond the two included above. Our team on Capitol Hill Wednesday April 22, hand-delivered a full packet of them to all the offices we’ve considered “priority” (about 30), plus others that are emerging in this fluid situation.
We have sent in requests for meetings with many of these offices, but a packed Congressional schedule and relatively little lead time meant only a few were set for the 22nd. So we’ve scheduled being back the following Wednesday, when we should be able to get a greater number of pre-set meetings. Anyone—among contacts—who can initiate a request for a meeting with our Capitol Hill team on their behalf, as a constituent, with their Representative or Senators, please let Tim R. know (timrush@larouchepub.com). The subject would be cutting off the funding for the Iran War, and confronting the Schachtian axioms of Trump’s $1.5 billion defense spending demand, with the LaRouche program: Glass-Steagall, a national credit institution for massive infrastructure and manufacturing funding; and the Oasis Plan for Southwest Asia.
We have new letters from France (Remi Lebrun and Cédric Manscour), Germany (Birgit Stroh), Italy (Maurizio Abbate), Ecuador (Ernesto Pazmiño). If I’ve missed any, my apologies. Let me know. For space reasons, here are 3 of them:
Dear Sir/Madam,
As a French citizen and candidate for the legislative elections, I encourage you to take on the weighty responsibilities of your elected office. The war ordered by Donald Trump against Iran is not simply a regional conflict. This war has the potential to draw the entire world into a widespread conflict with devastating economic and human consequences, and this in the short term.
You have the power to refuse funding for a war that could very directly lead to the deaths of many young Americans.
We must now heed the legitimate demands of all countries of the world for self-determination and full economic development. Humanity has shown us its worst side, but it is fundamentally made for peaceful coexistence and dialogue among cultures and religions. Pope Leo XIV reminded us of this on several occasions.
On this 250th anniversary of the United States Declaration of Independence, please accept this message from a citizen of the nation of Lafayette as a sign of friendship.
Rémi Lebrun

Members of Congress:
President Trump’s bellicose stance is pushing us to the brink of a nuclear war that will destroy humanity.
You can help put an end to this tragedy: immediately cut off the financial resources the U.S. uses for war.
The world will thank you.

Urgent Appeal for Diplomatic Intervention and Restoration of Geopolitical Balance in the Strait of Hormuz Region.
Honorable Member of Congress,
I am writing to you in my dual capacity as an Italian citizen and President of a cultural institution of national significance, driven by deep concern over the current escalation of the war in Iran. This scenario represents not only a regional crisis but a systemic threat to the stability of the international order and to the founding values of Western civilization.
At this critical juncture, it is essential that the United States Congress firmly exercise its constitutional prerogatives in financial matters.
The invocation of the “power of the purse”—which in the past made it possible to end the Vietnam War—stands today as the only democratic recourse to halt funding for military operations lacking international legitimacy and a coherent exit strategy.
European public opinion, and Italian public opinion in particular, is watching with dismay a conduct that seems to have lost all sense of proportion and diplomacy.
The recent and regrettable tensions caused by President Donald Trump toward His Holiness Pope Leo XIV, together with the stigmatization of His Easter appeals for peace, mark an unprecedented breaking point.
Such attitudes, combined with rhetoric marked by a self-aggrandizement detached from geopolitical reality, undermine the credibility of the United States and that of European states.
The consequences of the closure of the Strait of Hormuz are already weighing heavily on allied economies.
Restrictions on mobility and the forced return to emergency work models evoke the darkest moments of the last pandemic.
The clear distancing by President Macron and Prime Minister Meloni underscores the urgency of healing a rift that risks becoming irreparable between the two sides of the Atlantic.
The international community sees Congress as the last bastion of the raison d’état and democratic balance.
I am confident that your commitment will steer the presidency’s actions back onto the path of international law and of respect for our long-standing partners, thereby preventing an irreversible nuclear escalation.
With my highest esteem and respect,
Maurizio Abbate

April 16, 2026—An Argentine contact sent in the following report this morning of his intrepid contribution to the international “stop funding” mobilization:
“Good morning. I tried to contact the legislators via email, but their website asks me to fill out a form, and I can’t enter a U.S. ZIP code—so I can’t access the email address to write to them. But I tried via Instagram, and most received my message, except for Sens. Kaine and Paul, who don’t accept messages from unknown people.
“The short text (as required by the app) is as follows, with the variation of either ‘senator or congressman’:
“Please stop the war in Iran. This is requested by an Argentine citizen concerned about the serious human consequences and the impact on the global economy. You, the senators, hold the key: STOP THE FINANCING OF THE WAR. Thank you in the name of humanity. Sincerely, …. From Rosario, Argentina.”
“I also wrote to Majorie Taylor Greene, telling her that since she has influence over public opinion and in Congress, she should support the idea of defunding the war.”

Re: Request for support in ending war
Honorable members,
I am writing to you with a humble request from the bottom of my heart to support the initiatives to end all ongoing wars in the world including the recent one in the Middle East. Wars are against civilization and humanity regardless of name and nature. Only brutal dictators, war mongers and arms manufacturers alone benefit from the war. This is the war waged on behalf of the arms producers and arms dealers.
I can understand that you too do not want wars and conflicts and are in favor of peace, justice, democracy and human rights. In the war, no one wins but humanity at large gets defeated. Thousands of innocent civilians have already been killed in Iran war. There can be differences, disagreements, and disputes between countries on diverse matters. War is not the solution to the problem. Disputes and differences can be and should be settled only through peaceful negotiation and diplomacy.
I can understand that Iran’s regime is authoritarian, that has denied freedom and human rights to the people of Iran. I support the movement of Iranian people for democracy and human rights. However, this is the matter of the Iranian people to decide who their country should rule and what kind of government they want. Interference from outside can only strengthen the hands of the brutal regime.
I, therefore, request honorable members of the U.S. Congress to oppose any proposal on any form supporting wars and strengthening the hands of warmongers. I also request you, honorable members, to oppose all kinds of bills and proposals that seek to authorize wars.
I assure you that members of civil society across the world, including Nepal, are behind you in the initiative for peace, justice, human rights, democracy, and just world order.
Yours Sincerely,
Yuba Nath Lamsal

Dear Members of the United States Congress
I am writing to you in my personal capacity as a European scientist and nuclear engineer, but also simply as a human being who is deeply worried by the path we may be taking.
I have spent much of my life working in scientific and technical fields where one learns that actions have consequences, and that some consequences, once set in motion, cannot easily be reversed. This is why I feel compelled to write to you today.
I am deeply concerned by the danger of further military escalation against Iran. As a nuclear engineer, I am particularly alarmed by the risk that such a conflict could rapidly draw in other nuclear-armed actors and, above all, push Iran—under existential pressure—to cross the final political and technical threshold toward acquiring a nuclear weapon. I am equally concerned by the possibility of severe disruption in the Strait of Hormuz, which would trigger major energy shocks worldwide, with grave consequences for economies far beyond the region, including in Europe.
In my view, there is a serious risk that a war of this magnitude would not remain confined to one country or one region. It could further destabilize the Middle East, endanger international security, and lead to a much broader and potentially uncontrollable confrontation.
For this reason, I respectfully urge Congress to exercise its full constitutional authority. The United States Constitution gives Congress a central role in matters of war, and Congress also holds the power of the purse. If there is to be any further military action of major consequence, it should not proceed through unilateral executive drift, but through lawful and explicit congressional responsibility.
I therefore ask Congress to act now to prevent further escalation, including by using its appropriations power to block any unauthorized widening of the war against Iran.
The consequences not only of action, but also of inaction, will not be borne by Americans alone. They will affect countless people far beyond the borders of the United States, including in Europe, where I live, and they may shape lives for many years to come.
I still believe that peace and cooperation are possible. I also believe they are necessary if we are ever to build a fairer, more rational, and more just world for everyone. Without such an effort, there will be no real peace.
At a moment of extreme danger, restraint, constitutional order, and political courage are urgently needed.
Sincerely,
Dr. Vincenzo Romanello, PhD
